I have the honour to acknowledge the receipt
of Your Lordship's confidential despatch of 3rd December,
1929, regarding the proposed establishment of a Police
Federation in Hong Kong.
2.
I have given careful consideration to the
suggestion, and in particular to the application of the
Police Act, 1919, to local conditions, and am satisfied that
the institution of any similar organization in this Colony
is unnecessary.
3.
It will be understood that the Hong Kong
Police Force is small and unified, so that there is no need
for any machinery, as in the United Kingdom, to ensure that
widely scattered units receive equal treatment. For the
same reason access to the administrative heads through the
proper channels is extremely simple, which makes the
provision of a further medium, on the lines of Section 1(1)
of the Police Act, wholly unnecessary.
4.
There is the further consideration of the
mixed character of the Hong Kong Police Force, British,
Sikh, Mahommedan, Northern Chinese and local Chinese, which
